Presidential records are often used by a president's successor. A president's office files may not be transferred to the Archive until long after they leave office, and they are often intermingled with other presidents' files. Therefore presidential records, at this time, are stored under the name of the president who transferred them to the archive, not necessarily the president who originally created them.
