"Three congressmen today joined a group of Quakers during a demonstration of the Capitol steps. Twelve members of the Quaker group reading names of Vietnam war dead, were arrested after being warned by Capitol Police Chief James Bowell...The congressmen were not arrested. They were: Rep. Charles Diggs Jr., Rep. Edward Koch, and Rep. George Brown."
